Highways England have a requirement to renew existing concrete pavement on its Strategic road network (SRN). This existing concrete is defined as legacy concrete which is exposed concrete or concrete with a covering of no more than 50 mm of asphalt. Legacy concrete pavement represents 4 % of the national SRN.A programme to renew legacy concrete pavement spans across 5 Road investment strategy (RIS) periods. It is aiming to complete the programme of renewals in March 2051, the anticipated value of the framework between 2020 and 2025 is 400 000 000 GBP. Highways England’s philosophy is to maintain by repairing the good concrete and maintain it in a safe state of repair until replacement becomes due, measured against condition and load model parameters.

Tender date for A66 northern trans-Pennine dualling

Highways England is aiming to invite tenders for the A66 northern trans-Pennine dualling in October 2019. The agency set out its provisional timetable as it invited contractors to take part in market testing for the 50-mile strategic transport corridor between the M6 and A1(M) motorways.

Single carriageways sections total 21 miles with plans to also enhance capacity at the junctions at Scotch Corner on the A1 and M6 J40 at Penrith. Consultant Arcadis is presently working up designs and economic and environmental assessments for the route. Costings have still not been finalised but the project is expected to come in at over £800m.

LLWR have a rolling schedule of asset care, refurbishment, and replacement tasks to deliver and potentially a number of minor projects predominantly in mechanical and electrical engineering. To fulfil these requirements, a Multi Disciplined Infrastructure Engineering Services Framework Agreement is required.  The engineering work disciplines needed are likely to vary each year according to the nature of the work required at that time. As such the funding allocation for work is also likely to differ each financial year. The Low Level Waste Repository (LLWR) is the UK's national disposal facility for low level radioactive waste since 1959. Waste is disposed of in engineered concrete vaults and where possible compacted, containerised, and grouted before placing in the vault. More than £100m has been invested in the facility since 1999 to preserve the site as the UKs long-term repository. LLW Repository Ltd is the current tier 1 licensed management and operations contractor that manages day to day activities on behalf of the Nuclear Decommissioning Authority (NDA). Highways England seeks to appoint 6 Technical Advisers (TAs) to support delivery of the UK Road Investment Strategy (RIS) 2 schemes (https://www.gov.uk/government/collections/road-investment-strategy-post-2020) through Highways England's preferred project delivery methodology Project Control Framework (PCF). TAs will recommend to Highways England the best route option and then protect its technical interests throughout development and delivery phases of a scheme. The TA will act as an enabler in its relationship with the DIP, assisting Highways England to create the environment for project success. The framework will be divided into 6 lots, with each lot having a specific value threshold for schemes and covering a defined geographical area: - lots 1 to 3 (Band A) are for schemes with a client budget of less than or equal to £100m and cover South West and Midlands (Lot 1), South East and Eat (Lot 2) and North East and North West (Lot 3) - lots 4 to 6 (Band B) are for schemes with a client budget of greater than £100m and cover South West and Midlands (Lot 4), South East and East (Lot 5) and North East and North West (Lot 6). There will be 1 tenderer appointed to each lot but there is no guarantee of any work or specific schemes from this tender process. Schemes allocated to a lot will be issued through a direct award to the successful tenderer for that lot or in circumstances specified in the procurement documents tendered as a mini-competition which may include the suppliers appointed to all lots. Successful tenderers may also have opportunities to win additional schemes in the rest of England in the circumstances specified in the procurement documents. Please note that the award of a scheme at PCF stage 1 does not guarantee it will proceed to PCF stage 7; a scheme can be withdrawn at any PCF stage in line with Highways England's governance procedures. Highways England will not allow a TA for a scheme to also be the DIP (framework) Principal Designer for any given scheme. A Market Share rule will be applied to the value of work any one TA can undertake during the framework. This value is £78m which represents 30% of the overall framework value.

At the time of starting this procurement (July '19) the forward programme of schemes to be included in the TA framework is yet to be confirmed. The maximum total TA spend under the framework is currently estimated to be approximately £150m over the 6-year term. The Lot values have been set based on a 1:3 split between Band A and Band B and an even split between the Lots within each Band. The total framework value of £260m ensures sufficient contingency over and above the current estimated TA spend. Highways England reserves the right to transfer any unallocated value between lots to fund additional schemes in different geographical areas therefore when considering potential value of work which may be won by a successful Technical Adviser Tenderers should consider the total expected value of the Framework as well as of the relevant lot.

Notice Abstract

This new notice covers the re opening of the DPS for construction contractors and subcontractors.The DPS will cover the requirements for the Council, TGHC and their partner organisations where there is a need to source external support from construction contractors and subcontractors to provide the works and services across various trades and/or disciplines.The DPS will consist of categories of trade disciplines (complete with individual category requirements/accreditations) which construction contractors and subcontractors will apply to be appointed/included. Once appointed to a category all contractors and subcontractors will be included in any/all future call-offs under that category by way of a further competition.Construction contractors and subcontractors who are appointed to the DPS must carry out the main element of the works required under any call-off made under the DPS and will not be permitted to subcontract any of the main elements of the work packages.
